No. A like-for-like flooring change, replacing carpet with carpet, does not trigger a City of Hamilton building permit. Floor Covering Installer is trade code 448A in Ontario and it is a non-compulsory trade, so no provincial licence is legally required to fit carpet either, though we still carry out every install to the Carpet and Rug Institute's CRI 105 residential standard. A condominium building is a separate matter: most corporations want written notice, and sometimes a formal proposal to the board, before flooring work starts in a unit, so check with your property manager first if that applies to you.
